The roel of civil services in the era of globalisation and liberalizationis being critically assessed in the different parts of the world. Civil services are the vital part of the governance but the delivery of services to masses has been below the expectations. Hence, the search for new forms and alternative institutions is going on in the different parts of the world. However, the masses are not being properly served by either institutions. The gap betwen public and private sector in delivering the services is increasing and the private sector is becoming the first choice of service delivery. In this book, an attempt is made to assess the various attempts to reforms the civil services mainly in Great Britain, Japan, the United States of Aemrica etc. The book is to focus upon the civil service reforms and alternative institutions. It is hoped that the practitioners and the academicians would find the book useful.

Dr. Pradeep K. Saxena is a well known scholar in the discipline of public administration. He has written extensively on the various aspects of governance in India and abroad. His advocacy for drastic civil service reforms in the light of globalisation and privatzation in developing countries specially in India has attracted the attention of scholars, practitioners and academicians. His open criticism of administrative system in the developing countries in many national and international seminars/ conferences was widely considered both in India and abroad. Dr. Saxena was rewarded by several awards, membership of several national and international associations, editorial boards, fellowships and citations. Presently, Dr. Saxena is Assitant Professor of Public Administration in the University of Rajasthan, Jaipur-India.
