Good buy to replace stock cooler
I have used this cooler on couple of my processors.
Core 2 Duo E7500
Core i5 2400
I used Arctic Silver 5 thermal paste.
Results:
Core 2 Duo E7500

idle : 37°c
load : 68°c
Core i5 2400
---------------
idle : 32-38°c
load : 72-78°c
Temps were recorded with Core Temp program. Load temp recorded when I played Battlefield 3 at Ultra settings.
+ Overall good buy to replace stock cooler
+ Cheap
+ Very fine for light users.

Not A Good option for upgrading stock cpu fan...
I am describing the adv. and dis adv. to be simple.
adv.
1)cheap
2)big sized fan
dis adv.
1)poor build quality
2)does not fit perfectly as stock fan do
3)too much noise as compared to stock fan
4)rotation control is not possible
conclusion:
if you don't have an other option, go for this it will make you cpu at least useable. but it is not better than stock.

Descent Budget cooler + heatsink....
I bought this product from flipkart.. Good service by flipkart as always. Got the product in 5 days (though they mentioned 2-3 business days, I was in no hurry).
About the product : comes with thermal compound pasted on it.
Quality is Ok ..not the best. I bought it because my intel stock cooler was making noise and i had to replace it.. But this cooler is little bit noisy too.
At this price Its best. I would suggest to go for it if u are tight with budget. else DEEPCOOL ALTA 7 is a good ...
