Sukh Dev Singh Charak, born at Jammu in 1923, graduated in 1944, Adeeb Fazil, acquired degrees of M.A. Pol.Science and History and did Ph.D. later. the degrees of D.Lit and Doctor of Historcal affairs were conferred on him by the World Development parliament who also appointed him Vice chancellor of their faculty of history for two sessions.
