About Author :
Dr Satya Prakash Garg obtained C.E(Hons) Diploma with a gold medal from the Thomason College, Roorkee, India. He was awarded the Ph D degree by the State University of IOWA, USA. He worked in the U.P Irrigation Department for 35years and held positions, interalia, of chief Engineer and Director Of Irrigation Research Institute, Roorkee. The President of India awarded him the Railway Board`s gold medal for his research on training of rivers.
