Book Summary of From Jugaad To Systematic Innovation: The Challenge For India

Why is it that India is unable to be the source of major industrial innovations on a sustained basis even though it has highly skilled talent and a penchant for jugaad (creative improvisation)?

This book draws on social, cultural, political, economic and managerial arguments to explain this paradox.

Firms are the primary agents of industrial innovation. While the incentive for innovation by firms in India has increased after economic liberalisation began in 1991, the inputs (funding, trained people and basic research and development) for innovation by firms have not kept pace with firms’ needs. Nor has the capacity of firms to innovate.

Government's efforts to enhance the availability of inputs to the innovation process have been ineffective because of the lack of a strategic and integrative vision, inadequate resources, and poor implementation. Professor Krishnan explains the government’s shortcomings in this respect in terms of the political economy of India’s innovation policy.

Firms have failed to build an innovation capacity because of issues of ownership and control, and a number of deeply embedded social and cultural barriers to innovation. These include poor teamwork, the enduring importance of upward hierarchical progression, and a weak systems and strategic orientation.

To overcome these problems, India needs to move from a paradigm of Jugaad (or creative improvisation) to one of systematic innovation. Specifically, India needs to
  • Create a critical mass of new, innovative, technology-driven firms
  • Enhance the technological capability of existing micro, small, and medium enterprises
  • transform large enterprises
  • Create a new incentive system for universities and other institutions of higher education
  • Continue and enhance the process of dynamic reform of public R&D organisations
  • Change the structure of government involvement in supporting industrial R&D
  • Create supportive societal conditions for industrial innovation.
Replete with a strong conceptual framework, case studies, examples, and data relating to India’s innovation performance, this book is essential reading for anyone concerned with the future of Indian industry.

Jugaad...

This is a well written book that is not only compelling and mildly entertaining, but also revolutionary in the way it outlines the specific measures that can be adopted to turn India’s vast talent pool into industrial growth machine.

Innovation , though not a very interesting topic, Author has made it entertaining by throwing very interesting and compelling examples. This every effectively reflects author’s command on the topic and the research that has gone in writing this book.

In this book Prof. Krishnan takes us on a journey of Innovation which starts by with tracking the history of innovation in various developed countries of the world. The examples given in this chapter gives the hint of Malcom Gladwell’s style (whose three books have made to the top of NY Times best seller list). However, instead of beating the examples to death to make a point, ‘Jugaad’ goes way ahead in meaningful analysis of the problems that are preventing India from becoming the innovation power house despite its huge talent pool. This book not only points to the shortcomings of our country but also gives illustrative examples of the innovations that Indian companies have made. The last chapter discusses very specific steps that can be taken to create an environment where innovation can flourish.

Jugaad’ focuses more towards the steps that government should take in order to improve the innovation environment in the country. I hope policy makers have a copy of this book. However I feel that India is already way ahead of 1950’s Japan and 1960’s Korea. I am aware of many Indian IT companies that have setup departments headed by extremely dynamic and capable individuals dedicated to incubate and innovate new products. This shows the seriousness of Indian companies to grow in the food chain. Even MNCs in India are given more autonomous role as they prove their worth to the parent companies. Though the companies can benefit from the examples given and the points made in this book; it is not specifically targeting what companies can take up in house to build an innovative culture. May be we can see next book from Prof Krishnan addressing this topic.
