They are the one who dictate to CBI whether to investigate or not and how to investigate. They only decide on Prosecution or withdrawal and that too under the cover of public interest. The accused thus themselves asume the role of investigator, the prosecutor, and even the judge. Subservient to this dangerous mindset, the investigative and enforcement agencies procure and collect the evidences to re-inforce the pre-determined conclusions. The shade of Government makes no difference.
About Author :
BR Lala joined the Indian Police Service (IPS) in 1967. He had his debut fight against corruption in the National Police Academy itself. He always enforced honestry strongly and earned wrath of the powers freqeuntly. He was transferred from first district in 1971 within just five weeks and from second district in 1976-77 only after eight montsh for not meeting the illegal demands of those who mattered. His juniors continued as state police chief and heads of the Central Police Organisations for a number of yers, despite the fact that he was on the promotion panel in the centre.
