Ishtyeaque Shams did his M.A. in English securing first position in first class and ph.D. from B.R.A Bihar University, Muzaffarpur. He also holds P.G. Degrees in Hindi, Urdu, History and political science and B.Ed. LLB and PGDTE Hyderabad.
