The new cabinet level Homeland Security Department is in place and the assignments have been made to cover all bases. Suddenly, there is an unexplained security breach. There is a major escape at the newest and most secure federal prison. It was designed to keep terrorists away from the public. Now, due to a computer failure, no one knows how many have escaped or who they are. This is technology that the government must keep out of terrorists' hands. California's governor had fought the prison's location from the start which resulted in a political issue.
