About Author :
Dr Nisakar Panda has had an excellent academic career. He did not post graduation and PhD in economics and acquired his law degree from Utkal University. He has been a lecturer of Economics for a brief spell and then entered into the State Service under Government of Orissa. currently, jhe is working as Deputy Director in the Planning and COOrdination Department, Government of Orissa. He has been actively involved in a number of Evaluation Studies Of Government Schemes.
