How do I place a Cash on Delivery (C-o-D) order?

I have received a damaged product. How do I get a replacement?

Yeah i bought this card without which the psvita is useless. Also 4 gb card is useless.

8gb card can store a lot of games and other miscellaneous stuff like videos,music etc..
