Singh was born in the year 1948, in Patiala. His family relocated to Delhi, where he completed his studies from the Government Boys Higher Secondary School, Jangpura. He completed his undergraduate degree in Physics with honors from Hindu College, and later finished his M. Sc. from Delhi University. He started his career as a professor at Dyal Singh College, University of Delhi, and later went on to become a Reader at the college.

Manjit Kaur is an author and educator.
