A chemistry teacher, Rick Pilgrim, accidentally discovers a way to make engines run on water, with a few additives costing nineteen cents a gallon, against six dollars a gallon at the pump. This Alternate Source is put over the internet to help the poor working people, knowing he would never get a patent from the government. This creation creates the largest worldwide depression ever known, so the president issues a one-million-dollar-reward arrest warrant for Rick who is forced to hide.
