The book points out the fallacy of maintaining peace by treaties, diplomacy, and balance of power, and how they will eventually will fail because as each nation attempts to become more militarily powerful, other nations will follow suit and the eventual end is a hideous world war which will destroy civilization. On the other hand when universal enforceable law has been adopted by governments, peace prevails. We have yet to accomplish this on a world scale, we still recognize law as the basis for peace within the nation, but we still insist on the obsolete principle of national sovereignty which results in world anarchy.
