Flipkart cheating with price ? + Damaged product

I bought the product from flipkart paying Rs561, whereas the hard copy of bill which the seller sent me was saying its cost was Rs299 !! Is Flipkart cheating customers ? Making them to pay more than the actual price !!
More over the outlet power port was damaged, my phone was not charging. I had to move the cable left and right then may be it starts charging for a few seconds
