Born in Mumbai on 31st July 1954, started umpiring in 1978 when he passed the entrance level umpires’ examination held by the Mumbai Cricket Association in which he stood first, scoring a pass-percentage of 95% and was awarded the D.K. Naik Gold Medal. He was awarded, by his then contemporaries, the A.M. Mamsa Trophy as the Umpire of the Year, in 1985, the inaugural year.
M. R. Singh qualified as a First Class umpire in 1982 and was included in the Ranji Panel with the Board of Control for Cricket in India (BCCI). In 1986, he was promoted to the All India Panel.
In Feb 1993, he umpired his first ODI and has umpired 10 One Day Internationals, including 4 as a third umpire. He also figured as fourth official for the third Test Match played at Calcutta in December 2004. He has umpired scores of first class games and other matches under the auspices of the BCCI, including Women’s Test Matches & ODIs.
‘MR’ retired in Nov 2009.
‘MR’ has been in the BCCI’s Elite Panel of Umpires throughout his career, right from the time it was first instituted in 1992-93.
‘MR’, a Level III Umpires’ Coach, accredited & certified by the BCCI & Cricket Australia, has, also, been actively involved in Umpire education in India and has been appointed by the Mumbai Cricket Association in 2001, 2002, 2004 & now in 2021, to provide pre-test coaching to aspiring umpires who wished to take the entrance level examinations. He’s, again, been appointed to this position in 2021. Besides, the Board of Control for Cricket in India (BCCI) has also repeatedly used his services as a resource person for their seminars for scorers where he provided instruction to them on the Laws of Cricket. He was resource person in the seminars for first-class umpires, held by the BCCI in 2003 & 2004, where he led & initiated discussion on the Laws among all first-class umpires in India through the screening of films & slide shows on the Laws, which he had devised for teaching the Laws.
‘MR’ has taught the Laws at various State Associations and at the BCCI’s National Academy for Umpires’ (NAU), as visiting faculty.
Further, to his credit, he was one of the few umpires all over the world, who has been actually consulted, in his personal capacity, by the Laws Working Party of the MCC, for his views on some of the proposed changes, during the time of framing the 2003 amendments.
Presently, he is working on his next book entitled QUESTION BANK ON THE LAWS OF CRICKET – 2017 Code (2nd edn 2019). This is a compilation of 1001+ multi-choice questions, painstakingly collected & designed, to hone the knowledge of aspiring and practicing umpires, and to serve as a guide to others interested in the game.
