A:No. This is a 12v panel. It outputs a maximum of 13.2 volts which is not enough to charge a 12v battery.

A:No, a router needs around 12V 1A power supply. Solar panels cannot provide same amount of power throughout the day as the power fluctuates due to the intensity/direction of sunlight.
