TAMIL NADU PRISON MANUAL - A rare compendium of Tamil Nadu Prison Laws The Publisher in his preface explains the backdrop of this present revised edition. He says that in the year 1985, the Government of Tamil Nadu codified the Law relating to Prisons in Four Volumes viz. Tamil Nadu Prison Manual and thereafter there is no updated book for more than 37 years except the one which he published in the year 2016. He further says that after the year 1985, the Prisons Act, 1894 was amended by the Prisoners (Tamil Nadu Amendment) Act, 1994. The Identification of Prisoners Act, 1920 was amended by the Identification of Prisoners (Tamil Nadu Amendment) Act, 2010 and the Tamil Nadu Identification of Prisoners Rules 2007 were framed under the Identification of Prisoners Act, 1920 by superseding the earlier Rules. The Government of India newly enacted the Repatriation of Prisoners Act 2003 and also framed the Repatriation of Prisoners Rules, 2004. A large number number of amendments have been made to the Tamil Nadu Prison Rules, 1983. Similarly, amendments have also been made to the Tamil Nadu Suspension of Sentence Rules, 1982. The Mental Health Act 1987 and the Rules made thereunder have already been repealed. Hence the said portion has been omitted from this revised edition. The Probation of Offenders Act 1958 was amended by the Jammu and Kashmir Reorganisation Act 2019. Further, the Prisoners Act, 1900 and the Prisons Act 1894 were extended to the Union Territories of Jammu and Kashmir and Ladakh by the Jammu and Kashmir Re-organisation Act 2019. Thus it is apparent from the foregoing that he has taken endeavour to update the law relating to the Prisons and Prisoners. Accordingly, he has incorporated all amendments, deleted the repealed Acts and Rules and incorporated the new Rules by consolidating all four Volumes of Tamil Nadu Prison Manual with case laws reported upto February 2022. Besides, he has also incorporated the Tamil Nadu Borstal Schools Act 1925, the Tamil Nadu Borstal School Rules, 1938, the Probation of Offenders Act 1958, the Tamil Nadu Probation of Offenders Rules, 1962, Extract of Code of Criminal Procedure Code, 1973 and Extract of Supreme Court Rules, 2014 which are also relevant to the management of prisons.
