I've one question Both Red and Green light glows all the time is it normal

Note : I am certified user of this product .
1. Stabilization : I checked it's voltage with voltage meter : If input was 240 it will give 215 to 220 output and gives perfect cut off at high and low voltage effectively
2. Delay system : The product will delay the voltage supply if Electricity goes off and comes suddenly to protect the appliance .
3. Also you can use it on your cooler as I was using The VGuard mini crystal Tv variant with Symphony sumo 115 ...

Working as expected and taking 2 to 4 mins of delay for power supply ( green light ).
