Most comprehensive, not.
This book was written in the 70's. It is extremely american-centric and even a little racist. The section on history of rape and war crimes dragged on forever. Even though I feel like a lot of things weren't covered in the book, I'd still recommend it because its a classic and its one of the first accounts on the subject.
