An Attempt has been made to analyse the constraints to agrarian reforms and institutional changes in a detailed inter-regional perspective taking various social, economic, legal and administrative factors into account.

About the Author
Dr. T. Haque is a well known Agricultural Economist, having specialisation in the field of Agricultural Development and Policy. He obtained his Ph. D. degree from Patna University and Post Doctoral training in Agricultural Development Policy from lowa State University, Ames, USA. Recently, Dr. Haque has been offered an award of ICAR National Fellow and he is working at the National Centre for Agriculture Economics and policy Research, New Delhi. Prior to this, he served the National Institute of Rural Development, Hyderabad as Director, Centre for Agrarian Studies.
