Following Christian Huelsmeyer's forgotten invention of the "Telemobiloskop" in 1904, two Berlin engineers, Paul Guenther Erbsloeh and Hans-Karl von Willisen, developed and built devices to locate targets accurately by reflections with underwater sound and radio waves.
