The Competent Authority is actually quite incompetent. He has been causing trouble for everyone in the country and never uses his official position for the good of the people. Pintoo is the only one who can stop the Competent Authority and his diabolic plans.

Summary of the Book

The northern states of India like Delhi and Bengal have been facing much trouble for the past two decades. The Chinese have been the cause of destruction in many parts of the country and the states in the South are completely ignored and no one has bothered visiting. Competent Authority is the single, most powerful, person in the country. However, he has never put his authority to good use. All the other officials in the country are helpless and have no choice but to watch the Competent Authority make plans to overpower everyone in the country for no reason. Pintoo, a twelve year old, is the only one who can stop him from going forward with evil plans.
