The rating is not for the game.... the game is awesome ... very different from the usual games I played ... and I was hooked... the rating is for the packaging it arrived in.
First of so it's different from what is shown.
The box didn't contain any instructions manual or anything for that matter expect the CD of course ... doesn't matter much... but still feels nice to have that little booklet
