The storyline of this high-octane game is mainly focused on the raging feud between various racing crews that thrive on the streets of Rockport City by making money off of gambling on car races and living simply for the thrills offered by the fast lane. The police are also an integral part of the plot as they constantly strive to hunt down the notorious racers who have been wreaking havoc on the streets of the city.

In the game, the player has to select one car and has to race against other racers or has to beat a time limit in order to come out victorious. There is a meter which measures the heat on you in some races; meaning, the degree to which the police has its forces on you and the extent to which they will go to capture you. There is a Career mode which sees you progressing through the storyline, a Quick Race mode, and there is also the racing extravaganza, the Challenge Series. The Challenge Series is divided into Tollbooth races and pursuit challenges.
